On March 12, 1989, a British computer scientist named Tim Berners-Lee submitted a proposal to his supervisor at CERN, the European particle physics laboratory near Geneva, Switzerland. The document was titled "Information Management: A Proposal," and it described a system for linking and sharing information across computers using a new method he called hypertext. His supervisor's response on the cover page read: "Vague, but exciting."
That vague but exciting idea would become the World Wide Web, which people from all parts of the world use in their everyday life.
The problem Berners-Lee was trying to solve
In the late 1980s, CERN was an enormous research institution with thousands of scientists from dozens of countries, using different computer systems that often couldn't communicate with one another. Information was scattered across incompatible formats, hard to find, and difficult to share between collaborators. Berners-Lee, who had already built a personal database system years earlier to keep track of people and projects at CERN, saw an opportunity to build a transformative project: a universal system for linking documents together regardless of what kind of computer they lived on.
His solution combined several ideas that existed in pieces but had never been unified: hypertext (clickable links between documents, an idea that dated back to the 196os), a simple way to address any document on any computer (what became the URL, or Uniform Resource Locator), a protocol for transferring those documents between computers (HTTP, HyperText Transfer Protocol), and a markup language for formatting them (HTML, HyperText Markup Language).
Implementation
Berners-Lee spent 1990 building the actual infrastructure: the first web browser (which he also used as an editor, calling it simply "WorldWideWeb"), the first web server, and the core specifications for HTML and HTTP. On December 20, 1990, the very first website went live. Specifically, it was a page that was dedicated to describing theWorld Wide Web project itself , explaining how to use it. For the first two years, the Web existed almost entirely within CERN and a small community of physics researchers who understood its potential.
The truly pivotal decision came in 1993, when CERN made the World Wide Web's underlying technology available to anyone, royalty-free, with no patent or licensing fees attached. This single choice is widely credited as one of the most consequential decisions in the history of the internet, allowing the Web to spread and be built upon by anyone, anywhere, without permission or payment.
The Web vs. the Internet: a common confusion
It's worth clarifying a distinction that even adults frequently get wrong: the Internet and the World Wide Web are not the same thing. The Internet is the underlying global network of connected computers, the physical and protocol infrastructure that has existed since the late 1960s. The World Wide Web, on the other hand, is a system that runs on top of the Internet. It’s a way of organizing and linking information using browsers, web pages, and hyperlinks. Email, file transfer, and other internet services predate the Web and don't require it.
Why it matters
Tim Berners-Lee did not invent the Internet, but he made it usable, navigable, and ultimately essential to billions of people. Today he continues to advocate for an open, decentralized Web through organizations like the World Wide Web Consortium, often expressing concern about how the technology he created has been used in ways he never intended. For instance, mass surveillance and misinformation is an issue that continues to plague society. Berners-Lee was knighted by Queen Elizabeth II in 2004 and continues to push for a Web that more closely resembles his original vision: open, free, and built for the benefit of everyone who uses it.
